Com. C P Mainali addresses to General Assembly of ICAPP

Address of Com. C P Mainali, General Secretary of the Communist Party of Nepal (Marxist-Leninist) on the 6th General Assembly of ICAPP

Madame Chairperson,
Honorable Political Veterans,
Distinguished Political Leaders of Asian and other countries,

Ladies and Gentleman!  

        It’s my pleasure to be here in Phnom Penh, the historic and beautiful capital of Kingdom of Cambodia. My party - the Communist Party of Nepal (Marxist-Leninist) and I myself, feel proud to participate in the 6th General Assembly of ICAPP a very useful, essential and effective forum of Asian Political Parties, started in a good point of time, 10 years ago. 

          I on behalf of the CPN (M-L) and the Nepalese people and on my own want to join with the previous distinguished speakers, to express our heartfelt grief over the tragic accident that occurs here in Cambodia, in Phnom Penh itself only a few days back, during the popular Water Festival. I want to convey our sincere Condolences to the bereaved families of the innocent victims.

Madam Chairperson, 

          ICAPP has walked through a pride worthy decade from Manila to Phnom Penh advocating for dialogue among the Political Parties, seeking common points, working together, democracy for the commoners, fraternity, peace, progress and prosperity. Along with this, as I see, independence, sovereignty, non-interference in other countries internal affairs and territorial integrity of each nation are seriously and sensitively taken and respected by the Asian Political Parties. The right of every nation and its people to choose the path and the model of development is highly respected by the ICAPP. Such values of ICAPP are making it a popular forum for the Asian Political Parties.

Madam Chairperson,

          Asia is not only proud of its age-old civilizations; it is rich in human and natural resources, too. But due to several reasons, we are lagging behind to fully harness them for our progress and prosperity. Consequently, we are facing so any problems today, in our continent. On this background, the theme chosen for this 6th general assembly – “Asia’s Quest of the Better Tomorrow” is very timely and relevant. Every country in Asia, where there are serious disputes and conflicts needs their settlements along the line of progressive or pro-people socio-economic changes, in a forward looking manner. Asian Political Parties are expected to help one another basing on the ICAPP values, mentioned above.

We have to address the problems of sustainable peace in conflicts ridden countries, like Nepal. We have to address the problems of ethnic, regional and gender inequalities and those of unemployment, poverty, illiteracy, poor health and rising corrupts, energy security, climatic changes education etc. the political and social problems are primary but without addressing the problem of sustainable economic growth, we can solve them in a sustainable manner. Though there are such problems, we must take them seriously, but on the whole Asia is rising in all spheres of life. 21st century is going to be the century of Multipolarity and the century of Asia!

While discussing the theme of “Asia is quest for the Better Tomorrow”, I could not refrain myself from mentioning a little about Nepal. After the historic victory of 2nd National Joint People’s Mass-movement of 2006 against the political regression and autocracy headed by the then King, Nepal is passing through a progressive Democratic transition which encompasses a peace process also, which intends to establish a sustainable peace. At present, the democratic transition is passing through a very critical hour, where political parties of Nepal are unable to form a new government after the resignation of the Prime Minister Madhab Kumar Nepal for the last six months. In our opinion, only when the political parties of Nepal, remaining sincere to the previous written agreements and understandings committed by the Unified CPN (Maoist) the insurgents with the then Seven-Party alliance, the government and the international communities, specially with the UNMIN (the UN Mission in Nepal) sift for dialogue seriously, can there be attained a suitable solution to the present political stalemate. As a matter of fact, UCPN (Maoist)’s changed stands on the Comprehensive Peace Agreement is the primary cause of present political stalemate. We hope, Political Parties of Nepal can overcome the stalemate and end the transition with the completion of peace process and drafting and promulgating a democratic constitution which will institutionalize Federal Democratic Republic and Progressive socio-economic changes in Nepal. This will create a favorable situation, when Nepal can join hands with other Asian political parties to contrabulate in building the “Better Tomorrow” for Asians.

Madame Chairperson,

ICAPP is successfully rallying the Asian political Parties. It has successfully established a co-operative relations with the political parties of  Latin America, Caribbean region and the African Continents and opting further to rally all political parties of the World in a global forum. I on behalf of CPN (M-L) sincerely welcome this initiative and wish its smooth progress and complete success!  

Madame Chair,

I thank all personalities who contributed to make this to a grand success. I sincerely appreciate and warmly thank Samdech Hun Sen, the Prime Minister of the Royal Government of Combodia, other political parties of Combodia, the Royal Government of Combodia and the Combodian people for the warm hospitality accredited to us all participants and for the successful convening of the grand 6th General Assembly of the ICAPP!
