We are very glad to welcome you all in the Talk programme organized by the Intl. Dept. of the CPN (ML) to mark the 91st Founding Anniversary of the great and glorious Communist Party of China, the CPC. Specially, we are feeling honoured that the Ambassador of China, His Excellency Mr. Yang Houlan has spared his valuable time to participate in the programme as the main speaker on the theme, ‘Nepal Policy on the CPC the changing global background.’
Most of us know that the CPC was founded 90 years ago, in July 1, 1921. But it may be a new information to many of us that it was founded by an assembly of 16 young, ardent and dedicated Communist delegates representing more then five dozens of communist revolutionaries spread all over China, secretly held in Shanghai, then a special French territory and the finalization of the assembly was done secretly on a boat sailing in the sea shore, due to the security reasons. One of the party founding delegate was a young revolutionary, named Mao Zedong, who gradually emerged as the Central leader representing the correct orientation of the party through the fire of arduous revolutionary struggles. It is maintained that his leadership in the CPC was formally established since the enlarged meeting of the Political Bureau of the Central Committee held at Tsunyi in January, 1935. Really it was a milestone in the successful Chinese new democratic revolution.
Under the leadership of the CPC headed by comrade Mao Zedong, the Chinese people successfully defeated the encirclement and suppression of the Red Army by the Kuomingtang reactionaries in the first civil war and firmly established the revolutionnary base areas against the Japanese aggressors and the revolutionary headquarters in Yenan. This was crucial for the national resistance war against the Japanese colonialists. War fought against the Japanese fascists by the Chinese revolutionary army with the active co-operation of the broad masses of the Chinese people under the leadership of the CPC, headed by Comrade Mao Zedong was one of the most important factor for the defeat of the fascist axis powers in the2nd world war. After the defeat of the Japanese aggressors in 1945, China was gradually pushed into the second civil war by Chiang Kai-shek under the instigation and co-operation of the US imperialism, which was thoroughly defeated by the People’s Liberation Army under the leadership by the CPC, headed by comrade Mao Zedong. Thus, through nearly three decades long armed struggles, fought under the leadership of the CPC, headed by comrade Mao Zedong, the Chinese people defeated the feudalism, comprador bureaucratic capitalism, Japanese colonialism and U.S. imperialism and ultimately established the People’s Republic of China on October 1, 1949. This was a world-shaking revolution which has inspired national liberation struggles and peoples revolutions in many third world countries and many progressive movements in the entire globe. The CPC has summarized the experiences of this revolution and defined it as Mao Zedong thought from its eighth Congress.
The CPC guided by the Marxism- Leninism and Mao Zedong thought has been peacefully building socialism of Chinese characteristics after completing the democratic revolution. Specially after democratic revolution, CPC has gone through many ups and downs in the socialist revolution and construction and ultimately has taken its unique course since 1979 by summarizing all past experiences and adopting an orientation of reform, openness and modernization. Under the guidance of Paramount leader Comrade Deng Xiaoping. This has brought about a tremendous changes in the power, prestige and role of the PRC globally during these thirty plus years. China is united. It is going strong in every aspects. Right now it is the 2nd strong economy of the globe. It has become a power of peace, non-interference and independence of all oppressed countries.
On the 91st founding anniversary of the CPC, I, on behalf of the CPN (ML) and with due permission, on behalf of all political parties and other institutions represented here, want to congratulate the great and glorious CPC, its wise leaders and the enlightened Chinese people and wish them even greater successes along the present orientation in the future.
Nepal and China are close neighbors linked by rivers and mountains and having thousands of years of history of mutual exchanges. Since the establishment of diplomatic relations in August 1955, Nepal-China relations based on harmonious friendship have remained close, cordial and cooperative. As faithful adherents of the five principles of peaceful coexistence or the Panchsheel both strongly believe that peace and development are inter-related. China being prosperous and strong has been selflessly helping Nepal in various aspects to build its economy stronger . We both believe that size, population and strength do not count in inter-state relations, what count much are the mutual co-existence, mutual understandings, adhering to Panchsheel and mutual respect for the national independence, sovereignty, and territorial integrity. Nepal has been consistently adhering to the One China policy on the issues of Tibet and Taiwan, as it in also related to its stability peace and independence. Nepal has been committed not to allow its territory to be used for the hostile activities against its neighbors. CPN (ML) has been upholding such policies for the benefits of Nepal and China.
After the defeat of monarchy through the peoples peaceful revolution of April 2006, Nepal has been passing through a progressive social transition. Exploiting the transition period, foreign powers are meddling into the internal affairs of Nepal and trying their best to plant their interests. CA was supposed to end the transition by successfully promulgating a progressive democratic constitution of the Federal Republic of Nepal within 27 May, 2012. But due to the irresponsibleness of the major political parties, specially those of the UCPN (Maoist), the rising ethnic and regional sectarianism and the foreign interferences to impose a federalism on Nepal characterised by ethnic states and separation of southern plain land (Terai/Madhes) from the hilly and mountainous regions of the country. On the top of them, right to self-determination to the states has been demanded, These are few instances of the foreign interference.
CPN (ML) is for a federalism of Nepalese characteristics. Federalism in Nepal must only for the sharing of state-powers in various, i.e. federal provincial, district and Cities/village/levels, for the development of each province and there by the development of the whole country and for the strengthening of security of each province and thereby the national security. To achieve these objectives there should be only 5-7 geographically and ethnicity-wise inclusive federal states, cut along north-south bordering with both China and India. The issues of discriminations of minor ethnicities and reglions, must be addressed by proper constitutional and legal arrangements.
As this sort of interferences are detrimental to the legitimate national interests of both Nepal and China, we hope the CPC as well as the PRC leadership will take them seriously and do something beneficial to both China and Nepal.
CPN (ML) has a good bilateral relations with the CPC for more than three decades. We hope that it will go on flourishing in the years to come.
